The NNSA released the secret Red Team report on Thursday, May 1. A quick review of the report shows it contains an ambitious and complicated plan to relocate enriched uranium operations to several existing facilities at the Y12 Nuclear Weapons Complex in Oak Ridge while at the same time building a streamlined Uranium Processing Facility.
The key problem to the plan is simple: it requires the very thing NNSA has proven time and again it is incapable of doing—strong and effective management of a challenging project.
