With the National Nuclear Security Administration dumping the old “Big Box” UPF, the Red Team proposal—a smaller UPF, some operations moved into older, deteriorating facilities indefinitely, and construction of some smaller, less-secure facilities—is a significant change from the old plan. So it obligates NNSA to prepare a new Environmental Impact Statement. OREPA’s July UPF UPDate looks at the requirements of the National Environmental Policy Act which says NNSA must start the EIS early in the process.
